PythonWin is a GUI library that is only for windows, and is very much tied to MFC and the 1 Microsoft Way. Assuming that you're here because you're looking for cross-platform independence, it's a very bad choice, even though the toolkit is good. I'd still recommend wxPython over it because of the growing number of Linux and Mac OSX installations.
